Hi perhaps God does not want to speak directly to humans, and we have to understand that is what the silence may be about. People have to be trained to acknowledge and understand the spiritual world that is different from human realization. May do not know how to react or how to respect divine presence, so training is necessary that is why religion was created.
We also know that God has a plan because those are the words of the Bible and what Jesus Christ told all the people that listens to him. So, we need to look at the "communication" that God gave us which is the Bible. The Bible has 1547 pages so it could not be said that God did not speak to us, and we have no reason to reject it. When we look into outer space a God that created the universe is capable and so we cannot deny the things we see being a clear view of God and the power of God.
Romans 1:19-20

19 since what may be known about God is plain to them, because God has made it plain to them. 20 For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that people are without excuse.
