Hello, I have been thinking about this question all night and how to answer it. The interesting thing about this passage is that a star caused all the problems so it would be best to identify the star. The best way to describe the concept of a star in the Bible would be the Hebrew patriarch Joseph because he dreamed that he would become like a celestial body in space. As he aged, he was sold to Egypt by his brothers and later became the governor of that country, Genesis chapter 37–50. So, the dream that young Joesph had indicates that people will become VIPs that resemble celestial bodies in space, with larger-than-life accomplishments and vast prosperity.
The second information in Revelation 8:11 is the condition called “wormwood”. The information about this is also in the passage, the stars or VIPs are called wormwood because they were poisonous. In the dictionary the word Wormwood = a woody shrub with a bitter aromatic taste, used as an ingredient of vermouth and absinthe and in medicine. Wormwood is a bitter herb known for being an ingredient in absinthe. While it isn't hallucinogenic, its plant compound thujone can be toxic and even fatal in large amounts. This concept meant that the actions and lifestyle of these VIPs are poisonous and the influence on people is that they died because they followed the VIPs. Since people followed the lives of the rich and famous, they have been poisoned and have a symbolic death because of it.

However, the one government as you referred to in your question does not have anything to do with wormwood, but individual VIPs would also be considered “Stars” that produced poison from the wrong influence of their actions and lifestyle. A third of the earth’s population truly follow these people and their lives and are “dead” by copying the things these people do which can resemble con artists. They can build and produce accomplishments that are not real, they can accumulate possessions that are not theirs or temporary used only for publicity reasons to paint false pictures. They can pretend to be wealthy simply by following people that are truly wealthy and copying what they do.
Another point would be that God’s Kingdom will eventually become the only standing government that will never produce wormwood to its subjects as the VIPs are doing today, Daniel 2:44. This is an important feature of truth and how God can reflect righteous principles on all people that follow divine standards. Since God's Kingdom will be the only standing government, it can easily produce a new heaven and a new earth. What passage in the Bible expresses how wormwood has affected the earth?
