Hi, being born again is associated with baptism as a sign that you are repentant of sin, Mark 1:4. You are dipped into the water fully emerged as a sign of a former course of life that is rejected and lifted out of the water. This is a physical act that God feels will help people change their lives and devote themselves to following Christian principles, John 17:1-3.
When you come up from the water you are thought to have a new start in life, or you are given a new life. This is very important and one of the signs used by God in acknowledging a new beginning for you. People are given 7 years from baptism to show physical actions that display devotion to developing a Christian lifestyle. After 7 years from their baptism people are thought of as being spiritually inactive if their belief is not strong enough, Hebrews 5:11-15. Jesus Christ was baptized as an example of how to properly commerce a Christian lifestyle for a former sinner, Acts 11:16.
The first instance of baptism is recorded at the Hebrew Exodus when the people walked through the Red Sea, they were considered baptized into following God Laws which will be given to them on Mount Sinai where they will become a holy nation, 1 Corinthians 10:1-5.
