I believe this is a narrative story of how languages connected to race happened on Earth. Everyone spoke one language and then after what God sees as a rebellious and challenging attitude of a noble group of people Genesis 11:1-4, he miraculously instantly causes the language of the Earth to become many different versions of the original language Genesis 11:5-9, which is of course English.
In time people simply started groups that all spoke the same language and was also noted as having the same skin color, they spread all over the earth to claim territory as their home. So, what really happened is that God caused the people to stop the rebellious and challenging attitude and spread out to fill the Earth as it was ordered for Adam and Eve at Genesis 1:28.
