Hi, you know what you are correctly right the Bible does teach that the New Heavens and New Earth will be free and under control of ONE worldwide government, Isaiah 55:1, Isaiah 9:6-7. The Bible explains at Matthew 24:29-30 that signs of the Kingdom of Heavens will arrive with changes in the climate that will create amazing weather conditions all over the world, Luke 17:20. When Judgment Day has begun, we will see systemic changes that allows for the earth to become free as it is spoken of in the Bible, Isaiah 55:1-4. We can wait confidently for each step that will emerge as the Kingdom of the Heavens continue to create a new heaven and a new earth.
